Gmail Require To does not collect, store, transmit, sell, or share any personal or user data.

The extension runs only on https://mail.google.com/*.
It checks, inside your browser, whether the To field of the message you are composing has a recipient. This check happens entirely on your device.
No email content, addresses, or browsing activity are saved, logged, or sent anywhere. The extension makes no network requests and uses no analytics or third-party services.
It requests no extra Chrome permissions and uses no storage.
